The library use standard RTP as a transport protocol, encapsuleted in UDP by default.
To my mind the transport protocol should not be an issue, in fact 3GPP uses it.
You will likely use unicast instead of multicast, but this is not a problem.

I don't understand what you would like to do.
You should have a phone with an IP address (PDP-context activated).
When you have an IP address you belong to your operator's network, how would you like to make the live library interoperate with your phone?
Maybe you want to create files that can be downloaded to your phone (by cable, bluetooth or IrDA) and then viewed on your phone?
