That's a "http://" URL, not a "rtsp://" URL.

The file referenced by this URL contains a "mms://" URL
         mms://213.200.64.231/berlin914$livestream.wma

Note that "MMS" is a proprietary Microsoft protocol (i.e., unrelated to 
RTSP), which we don't support.
