[Live-devel] Bug in the base64 encoder.

Hello,
while adding support for RTSP-over-HTTP in VLC, I encountered a bug in
the base64 encoder : it added a singler char after the HTTP request,
making it fail with DSS.
The simple attached patch fixes the problem.
