No, the LIVE.COM code supports receiving AMR RTP streams.  However, there's 
apparently something about your stream that is breaking the existing 
implementation (due perhaps to a bug).

Unfortunately I am unable to play your stream
          rtsp://192.118.51.178:554/videoBlogger/test.3gp
(I get a "RTSP/1.0 404 Not Found" error.)

If you make your stream available permanently (or else send me the 
"http://" URL of your "test.3gp" file so I can download and stream it 
myself), then I will take a look at, to see if/where the current LIVE.COM 
AMR/RTP support can be improved to handle it.
