That's not true.  VLC sends a "TEARDOWN" when the user clicks the 'stop' 
button (or the 'close' button to close the application).  QuickTime Player 
sends a "TEARDOWN" when the user closes the application.  openRTSP sends a 
"TEARDOWN" if it's run with the "-e <endTime>" argument.
