I'm not sure - this might be legal.  (I'll need to ask on the 
appropriate IETF mailing list.)  But unfortunately it's a moot point, 
because I found that - if I changed the "RTSPServer" implementation 
to say "RTP/AVP/TCP" in the "m=" SDP line (in the "DESCRIBE" 
response) - it had no effect on QuickTime Player and RealPlayer; they 
ignored this, and continued trying to "SETUP" a regular RTP/UDP stream.

So, unfortunately there's probably no point in changing the server to 
do this if these popular RTSP clients are not going to handle it the 
way you want.
