Absolutely not.  RTP should be streamed over UDP.  RTP-over-RTSP is 
just an accommodation for people with broken networks.

Media players - such as VLC - automatically fail over to 
RTP-over-RTSP if they don't receive RTP-over-UDP within a certain 
period of time.  People running the command-line "openRTSP" 
application, however, are supposed to be more sophisticated, and know 
what their networks are, and are not, doing.
