See RFC 2426, which defines the RTP payload format for H.263+ (which 
is implemented by "H263plusVideoRTPSink".  The first two bytes of 
each H.263 frame (which would be zero) are replaced - in the outgoing 
RTP packet - by a 2-byte special header.
