Yes, it is updated automatically by incoming RTCP Reception Report 
("RR") packets.

Perhaps no RTCP "RR" packets are reaching the server?  You can test 
this by adding
         #define DEBUG 1
to near the top of "liveMedia/RTCP.cpp", and recompiling.
