It's up to the RTSP *client* to request RTP-over-TCP 
streaming.  (There's no way for a RTSP server to deliver RTP-over-TCP 
if the client does not ask for it.)

However, all RTSP clients that I am aware of support RTP-over-TCP 
streaming (either as an option, or else automatically as a fall back, 
if regular RTP-over-UDP streaming does not work).
