It really shouldn't.  Passing a value of zero as the "totSessionBW" 
parameter to "RTCPInstance::RTCPInstance()" should not be allowed.

In the next released version of the code, if this happens, an error 
message will be printed, and a value of 1 (kbps) will be used instead.
