There is apparently a WinCE/PocketPC version of VLC
	http://www.videolan.org/vlc/download-wince.html
(I'm not sure, though, whether or not it includes the "LIVE555 
Streaming Media" software, which would be needed to play RTSP/RTP 
streams.)
