Note that VLC automatically switches to requesting RTP-over-TCP if 
RTP-over-UDP does not work (i.e., if no UDP packets are received 
within 10s).  So it's still conceivable that you have a firewall 
somewhere that's blocking UDP.

You can test this by running "openRTSP" 
<http://www.live555.com/openRTSP/> - first without, and then with the 
"-t" option.
