No it doesn't.  "ANNOUNCE" is rarely implemented, and in fact was 
removed from the RTSP 2.0 specification.

I suggest not trying to use RTSP for this.  Instead, have the server 
read the input stream from a TCP socket (perhaps - but not 
necessarily - using HTTP).
