Yes, that's true.  However, the questioner was asking how to connect 
a single client to the camera.  The best way to do this is to fix his 
network so that the client can communicate with the camera directly.

Developing relay server - supporting the handling of (and stream 
duplication to) multiple clients - would be a much more significant 
task.  (Of course, the best way to handle multiple clients is IP 
multicast, if it's available on the network.)
