Chapters 5 and 6 and probably the examples in annex A. For a client
implementation you can skip over almost all text in chapter 5.2. A
client would have to give a X-Wap-Profile header with a URI to an XML
file as specified in this chapter. So most important are the chapters
5.3 and 6 (excluding 6.3).

The idea is to extend the RTCP RR in order to give the server
additional information about the remaining data in the client
buffers. With this information the server can react with reducing the
data rate of one or all subsessions before the client runs out of
packets in case the data rate of a radio bearer is decreasing.
