VLC is not our application (although it does use our libraries), so 
your question is better suited for a VLC mailing list.

However, you can do this via
	Preferences -> Input & Codecs -> All (button) -> Demuxers -> RTP/RTSP
and you'll see a check box for "Tunnel RTSP and RTP over HTTP".
