Yes, you can do so using a "MPEG4GenericRTPSink", created with 
appropriate parameters to specify AAC audio.  (Note, for example, how 
"ADTSAudioFileServerMediaSubsession" streams AAC audio that comes 
from an ADTS-format file.)
