I suggest that you first try running "testOnDemandRTSPServer" (or 
"live555MediaServer") to stream from your ".m4e" file via unicast 
instead of multicast.

Also, you should try using "openRTSP" as a client, rather than just 
VLC.  (VLC is not our software, so we can't give you much help with 
VLC problems.)
