If you use "RTSP-over-HTTP" tunneling, then RTSP commands and responses, and RTP packets, and RTCP packets, are *all* carried over HTTP (and thus TCP), not UDP.

If you don't use "RTSP-over-HTTP" tunneling, then RTSP commands and responses are carried over HTTP (and thus TCP), but RTP packets and RTCP packets are carried over UDP.  This is the default behavior.
