[Live-devel] Frame rate control or encoding possible in live media

Hello Sir,

I made an streaming application using live media library in which i am
giving input to live media through camera and streaming the live video that
is captured by camera.
Now is there anyway to control the frame rate of streaming through live
media library.?
Can you five me some name of the open source encode so that give the input
to encoder and then stream the video.?
There is no way to control the frame rate through camera....
Please tell...
