No, because it's important that people know whether or not they have the latest version of the code (and, if they don't, what improvements have been made to later versions).  Therefore the changelog is not copied; instead, people should link to it at http://live555.com/liveMedia/public/changelog.txt

(Also the changelog - unlike the source code - is *not* licensed under the LGPL; copies or modifications to the changelog are not permitted.)
