It's a H.264 video Elementary Stream file (with MPEG 'start codes' 0x00000001 inserted at the front of each NAL unit).

This is not a VLC mailing list.  However, the problem is that VLC cannot figure out this file type just from its contents.  However, if you rename the file with a ".h264" filename suffix, then VLC should be able to play it.
