You probably passed the wrong platform name to genMakefiles, but that's 
only a guess, because you haven't said what your platform is, or what 
you passed.

If your actual platform is indeed the right type for the one you 
selected with genMakefiles, it probably needs "-DXLOCALE_NOT_USED=1" 
added.  But, since the last change needed of that sort was done a couple 
of months ago, the odds of that aren't good.  Unless, that is, you're 
trying to build a months-old version of Live555 on Cygwin.
