No it doesn't. Each outgoing RTP packet - in our implementation - contains only one AC-3 audio frame.
(Note: The AC-3 RTP payload format used by our code changed (for both sending and receiving) in version 2011.06.16. You should ensure that both the server *and* the client are using a version of a code that's >= 2011.06.16)
