[Live-devel] Windows build, some projects failing

fyi: While downloading and compiling the latest (live.2013.01.15.tar) code I
noticed testProgs, mediaServer and proxyServer still fails on Windows, i.e.
Makefile.tail contains ?= which nmake doesn't like:

PREFIX ?= /usr/local
