I don’t believe that there is ‘bug’ here.  I explained the problem very clearly in my earlier response.  Sometimes, you get ‘lucky’ and are able to transmit the whole of a large I-frame without any packet loss.  But if you are ever ‘unlucky’, and one of the RTP packets gets lost, then the entire I-frame will be undeliverable.

However, just to be sure, please put an example “.264” file (one that illustrates this problem for you) on a (publically-accessible) web site, and send us the URL, and I will download it and check it myself.
