Yes, Apple designed the RTSP-over-HTTP hack as a way to get RTSP working across firewalls that pass HTTP only.  Because these kinds of firewall are unlikely to also pass UDP, it makes sense to tunnel RTP/RTCP over the RTSP-over-HTTP TCP connection as well.
