I’m not sure I understand your question.  RTSP (the control protocol) runs over TCP, so all connections to RTSP servers will by “by TCP”.

Or are you instead referring to RTP - the protocol that’s used to deliver media from the server (IP camera) to the client (proxy server)?  If so, the see our documentation: http://live555.com/proxyServer/
