No, but if you convert the file to “.mkv” (or “.webm”) format (e.g., using “ffmpeg”, with the “-c copy” option, to avoid decoding/reencoding the media), then the LIVE555 RTSP server implementation (including the “LIVE555 Media Server”) will be able to stream the file.
