<div>That's not true at all. The bitrate of a "RTPSink"
(subclass) is completely determined by what you feed into it - i.e.,
the size of the data frames that you feed into it, and the duration
("fDurationInMicroseconds") of each. These are
determined by the upstream source, and therefore can change.</div>
