I have the same experience. What is your client receiver? I receive the mpeg1 stream
in uCLinux. My cpu is of arm series. I use testOnDemandServer as rtsp server. I can 
play the mpeg stream with 350 Kbps, 25.0 fps, resolution 352*288 (4:3), MPEG 1.
But I can't play the higher bitrate stream, it seems that there are many artifacts in the video. It lost many packets. I don' know the reason. Does it need stronger processor?
Is there a bug in uCLinux(it can't receive udp quickly, lose the packet because the queue is full)?
