Yes, "in theory". In practice, RTSP is always over TCP (to guarantee that
requests and responses are received completely). Certainly, noone ever
sends RTSP commands using UDP multicast packets.

Yes, if the RTSP server chooses to implement "PAUSE" for multicast
streams. But the server might instead choose to do nothing if it receives
a "PAUSE" request for a multicast stream.
