Of course, to be sure that the problem was not in my code, I also tryed 
the openRTSP test program, outputing 1 file per packet.

Behaviour is the same: only the last amr frame from rtp packets is 
outputed, and 1 byte defining coding mode (that should be recreated from 
the TOC stored in amr/rtp packets) is missing. (but for this second 
problem, perhaps it is a normal behavior of the test program).

Unfortunately I can not point you to a publically available rtsp stream. 
However, I can point you to a small file that will exhibit the problem 
when streamed via an isma server (like Darwin streaming server):
