That's not true.  You can run "openRTSP" with the "-s <byte-offset>"

I'm sorry, but this mailing list is for developers that are using the 
"LIVE.COM Streaming Media" code.  If you are using some other software for 
RTSP/RTP streaming , then you should find a mailing list dedicated to that 
software.
