Yes! You can use WMP to receive rtsp stream. AND there is nothing wrong with
Live.com's library. It is filter problem that prevent you from playing using
WMP.

In order to playback successfully in WMP, you need to download and then
install DirectShow's client application. Go to this URL
http://www.morgan-multimedia.com/RTP/ and click the Client Side link.
