[Live-devel] Streaming Transport Stream bit rate question

I would like to know if the LIVE Streaming media libraries can handle 
correctly the following situation:

Goal: Stream over UDP one TS file to one client.

File: The file is recorded on hard disk and was recorded from a DVB channel.

BitRate: The file is VBR (variable bit rate).

Question: With the live libraries is possible to stream the data not 
being too fast (or too slow) ? Can the libraries synchronize the 
streaming bit rate with the DVB bitrate?

If yes: How? like in FAQ (How can this code be used to send or receive 
MPEG-2 Transport Streams?)?

If no: Any suggestion on how to do this?
