Yes.  Like all "*RTPSink" classes, "H263plusVideoRTPSink" takes raw frames 
as input.

Only you can know the format of your video file.  But you will need to feed 
"H263plusVideoRTPSink" from another class - that you will need to write 
yourself - that parses the input data into discrete frames.
