Your code looks OK, as far as I can tell.  Are you sure that your input 
file is really a Transport Stream?  Also, make sure that you're using the 
latest version of MPlayer (from CVS) and VLC (0.7.2).

If you're willing to wait a couple of days, there will shortly be a new 
'test program' for streaming MPEG Transport Stream files (as well as 
support for this added to "testOnDemandRTSPServer").
