I was finally able to look at this file.  (Sorry for the delay.)  It 
turns out that there was a bug in the MPEG-4 video timestamping code 
(it mistakenly thought that your file was buggy, and tried to fix the 
timestamps in an incorrect way).

The latest version (2005.12.05) of the code fixes this problem.
