No they're not.  They're regular WAV audio files, containing raw (16 bit) 
PCM audio samples.

Don't be fooled by the fact that these files are on a 'Speex' web 
site.  They're apparently  intended to demonstrate the effect of Speex 
compression, but the actual audio files are just raw PCM.

Incidentally, if you want to stream/receive real 'Speex' audio content, 
then you wouldn't use the "audio/MPEG4-GENERIC" RTP payload 
format.  Instead, you would use the special RTP payload format that has 
been designed for Speex (although we don't yet implement this).
