I don't know.  Please post the URL of these files, so I can take a look at 
them.

No.  "ByteStreamFileSource" doesn't decide the rate at which the file 
streams.  It's the "MPEG4VideoStreamFramer" that decides this (perhaps 
incorrectly, in your case).
