If you want to implement RTSP "trick play" features in MPlayer or 
VLC, then you want *client* support for "trick play", which is 
already implemented in the "LIVE555 Streaming Media" code.  See the link above.

My earlier message (about Transport Stream support) concerned only 
RTSP *server* support for "trick play".
