I suspect (but don't know for sure) that the problem is that VLC's 
AAC audio decoder ("faad") doesn't handle LATM-format AAC audio.

If your server is publically accessible, then I suggest posting to 
the "vlc" mailing list, telling them the "rtsp://" URL of the stream, 
and noting that VLC doesn't play the audio stream.
