Have you looked at MPEG4IP (http://mpeg4ip.sourceforge.net)?
 I haven't used it for live streaming, but it's main focus seems to be
providing live streaming and it has
integration with FFMPEG.  I don't know anything more about it's
streaming support since I only use some
of its utilities and libraries for other purposes.
