I suppose.  If you wanted to do this, the best place to do this would 
be to modify the "groupsock" library.

Personally, though, I think UDP-lite is rather pointless, because 
almost all link-layer protocols (and certainly all the common ones, 
like Ethernet and 'WiFi) checksum each data packet, and reject those 
that contain bit errors (so a higher-level 'UDP-lite protocol would 
never get to see the packet).
