Note that RFC 4463 is just an "informational" RFC.  "MRCP" is not an

That's correct, and the link that you included explains why.

If the IETF ever re-adopts the "ANNOUNCE" method as part of the RTSP 
standard, then we *might* support it.  But until then, we won't.
