That's true only for UDP streaming.  If you stream over TCP, then no 
UDP ports are used.  In that case, you need only open the RTSP TCP 
port (554 or 8554).

If you're behind a firewall, and cannot open UDP ports, then you can 
still serve streams via TCP, provided that you open the RTSP TCP port.
