I don't understand.  If your input data is *already* RTP/RTCP, then 
why do you need to re-stream it?  It's already being 'streamed'.

I had previously assumed that your input data was in raw (encoded) 
form - e.g. a MPEG Transport Stream.

If not, then you're on your own.  Sorry.
