Remember that RTCP "SR" packets are sent only by RTP data 
transmitters, and RTCP "RR" packets are sent only by RTP data 
receivers.

Yes.

Yes.  Look, for example, at the "openRTSP" code ("playCommon.cpp"), 
which uses data from RTCP "SR" reports to implement 'quality of 
service' reports (the "-Q" option).
